A regular meeting of the Business Council was held in the RES sector
On 23.03.2023 from 17:00 in the city of Smolyan, a regular meeting of the Business Council was held in the Renewable Energy Sources sector in the border regions of Blagoevgrad, Haskovo, Kardzhali and Smolyan, and the activity is carried out under the project "Business Council - BC 6275" financed by the INTERREG V program /A GREECE-BULGARIA 2014-2020, Subsidy contract No. B6.3a.18/13.04.2021.
Six representatives of the RES sector from the border regions of Haskovo, Kardzhali, Blagoevgrad and Smolyan attended the meeting thus organized. The meeting of the business council started on time in present mode. The meeting was held in the "Rotary" hall, "Kyparis alpha" hotel in the town of Smolyan. The hall was technically secured, being equipped - multimedia, portable computer, printer, as well as information boards, banner and presentation materials, according to the requirements of the Communication and Publicity Guide of the Interreg V/A Greece-Bulgaria 2014-2020 program. In addition, disinfectants, protective masks, as well as water, coffee, tea were provided to ensure the coffee break of the event.
The moderator of the event welcomed all the attendees and started the event by making a short digression to introduce the new members and brief information regarding the Rules of Procedure of BS in the RES sector.
The topic of the free discussion was the possibilities that NPVU offers for the construction of photovoltaics in multi-family residential buildings. Council members expressed their dissatisfaction with the problems they encountered in preparing the project proposals, namely:
- When making decisions by apartment owners in multi-family residential buildings, if there are disagreements, a number of restrictions appear that create obstacles and directly hinder the procedure for installing RES.
- The cumbersome procedure and the municipal administrations, which are not sufficiently well informed about the tools and possibilities that the PVU offers.
- The lack of regulation and control of the companies that offer professional management of condominiums – from here we can see a number of other problems affecting the status of condominiums and irregularities in the legislative framework.
Those present at the meeting also pointed to the fact that it is difficult to inform themselves about the actions they must take in order to apply for the NPVU. Some of the concepts and procedures described in the available official documentation are unclear and require further interpretation.
A member of the council suggested to the project management team that a request be made to the municipality to create an information center where an expert would answer citizens' questions and assist them in preparing the documentation needed for the application.
